Union Development Officer |

|
It requires a catalyst to make UCCM and VCM effective. In order to maintain coordination and liaison among various development activities by undertaken agencies, UDO will be appointed in each union where the Link Model is under operation. UDO will work as a catalyst keeping contact among all concerned for organizing villagers, coordinating development activities, and planning and implementing development schemes. Aiming at total development of the union, UDO will establish a linkage between villagers and government/NGO extension workers so that the services will reach the villagers according to their needs. He/she will give villagers advice through VC in planning, implementing, and monitoring development programs seeking benefit to all the villagers. Also, for proper utilization of local resources, UDO will work for coordinating various information related to rural development at union level. |

Importance of the UDO office
|
|
The main function of the Link Model is communication. So, it is necessary that all the people in union know the office address where they can contact with the UDO. UDO office will be set up in the Union Parishad Complex. It will be the centre for communication for development as well as the place where development related information will be collected, stored, and disseminated. To assist the UDO, a Field Assistant will be appointed. |

Duties and responsibilities |

Responsibilities as a member-Secretary of UCC |
| In consultation with the UCC chairman, UDO will assist in arranging and conducting UCCM. After the meeting, he/she will prepare the resolution and distribute it to all concerned in time. Also, he/she will take necessary follow-up actions according to the decisions taken in the UCCM. In order to ensure the functions of UCCM, UDO will maintain a linkage among Upazila Development Coordination Committee (UDCC), UCC, and VC |
Members of UCC will get together in a meeting at least once in every month. Fifty percent of the total members should the quorum. If the quorum is not formed, the meeting will be postponed and should be held within seven days. UDO will record the discussions of UCCM in a form of resolution and inform among all concerned after being signed by the chairman. The VC representatives should present the discussions of the VCM. On the basis of their presentation, UCC members will discuss and try to solve the problems by using their own resources. If necessary, they will forward the proposals together with the meeting resolution to upazila for assistance. Besides this, government and NGO field workers will report their ongoing programs and place advance work schedule of the next month. Also, they will finalize their schedule of attending VCM through discussion with VC representatives. In other words, UCCM will coordinate the work plan related to rural development and monitor its progress. |

Supporting VC activities |
| UDO
will provide advice for organizing VC and conducting VCM. He/she will work as a medium for establishing a linkage between VC and development activities of UP and NBDs/NGOs. By ensuring the participation of government/NGO field workers in VCM, he/she will help the villagers grow interest in extension services. In addition, UDO will monitor activities done by VC and provide assistance if necessary. Collecting, keeping, publicizing and disseminating information |
|
UDO will collect rural development oriented information at union and upazila level and record such information. Also, he/she will record activities of VC and UCC in written form. On different occasions, he/she will publicize and disseminate the information
