Village Committee
Large
A Village Committee will be formed at village level including the respected persons of the village with villagers consent. It is a formal forum formed in presence of the villagers taking the proposals from each para and clan (family) and supports from all. Needs will be placed on priority basis identifying the problems of the village. It will be discussed how the village can be developed . Opportunities will be created for the villagers to be organized together. Villagers will get necessary advice from the govt. and non-govt. workers in the VCM. The main objectives will be adopting necessary measures for village development oriented discussions. VCM is primarily a media at village level, which assembles the villagers to be univocal and communicate the service providers. Village Committee (VC) is formed by the support of villagers and so will play its role in comprehensive village development. One representative from the Village Committee will be the member of Union Coordination Committee (UCCM).
General Meeting and Village Committee Meeting

The meeting will be held in presence of at least one person from each house hold of the village. It will be known as General Meeting. Village Committee (VC) will be formed for comprehensive village development. So, to form Village Committee, general meeting should be arranged first. Meeting will be held with the elected members of the Village Committee. It will known as Village Committee Meeting (VCM). General meeting will be called, if necessary, discussing in the village committee Meeting.
 
  Methodology of VC formation  
 

•  VC will be formed through discussions in the General meeting. At least one person from each household should be present. Attendance rate must be above 60% in proportion to the total number of household in the village.

•  VC members will be selected by suggestions and support by all the participants at the General meeting. VC members must be above 18 years old. Only the person live in by living permanently in the village is eligible to be a VC member of the village can be a member of the VC. In this procedure, consent of all the villagers can be ensured in selecting VC members.

•  VC will consist of 15-30 members, which will be proportional to the numbers of paras and households in the village. There must be at least one woman as VC member from each para.

•  One chairman, one vice chairman, one secretary, and one assistant secretary will be selected based on the consensus of all VC members.

•  The term of VC members will be for three years from the date of its formation. After completion of the tenure, new VC members will be selected by holding a General meeting.

•  A new VC member can be included or present one replaced by consensus of all members at VCM.

VC Activities

Village committee
Village committee meeting will be held at least once in every month on the fixed date, time and venue. VCM will achieve a quorum when at least 50% of VC members are present in the meeting. The VC secretary will record the discussions in a register. Any villager who is interested in the VCM can attend the meeting. Government/NGO field workers can attend the meeting and keep communication with the villagers. UP members can also attend the meeting to understand villagers' needs and problems. They can give suggestions about the problems. It is an open forum where villagers discuss their problems in a way according to the customs and practices in rural Bangladesh.

Main feature of VCM

• To present the discussions of the UCCM.

• To identify the problems in the village and plan out for the solution on priority basis.

• To have advice from government/NGO field workers, discuss advice, and take decisions on the next course of action by VC in accordance with advice.

• To monitor and evaluate various development activities/programs in the village.

Presentation at UCCM
VC representative will attend UCCM and place the discussions made at VCM, which have been recorded in the register. The progress of activities and programs supported by government/NGO extension workers will also be placed.

Establishing consensus among the villagers
VC members will convey the gist of the discussions in the VCM and the UCCM, to all the villagers in the para meeting and al to through personal communications. Similarly, VC representative will place villagers' problems of each para. VC should know and monitor rural development activities in the village. VC will motivate villagers and take initiative so that all the villagers their are united in development endeavour.

Cooperation in government/NGO programs
VC will corporate with government/NGO programs for rural development through discussion in VCM and UCCM.
