The objective of PRDP-2 is “Link Model functions in the project area and the extending system of the Link Model is established.” Link Model is a framework to incorporate the needs of rural population in the process of development by linking villages and local government institutions concerning rural development.

One of the major constraints of rural development in Bangladesh is that coordination mechanism among NBDs at Union level is so weak and their extension services are channeled directly to individual beneficiaries and target groups.
To overcome the constraint, PRDP-2 created a post of Union Development Officer (UDO) in BRDB and trained them as a facilitator to be a link-pin between Upazila, Union, and villagers. Union Coordination Committee (UCC) consisting of UP chair, members, secratery, NDBs, NGOs and other stakeholders working at the union level is formed, and hold monthly meeting (UCCM). At village level, Gram Committee (GC) is formed to discuss development issues monthly (GCM) and reflect the results in UCCM. UDO is expected to animate UCC and GC and facilitate the meetings
